The system is comprised of five wastewater treatment plants and thirty four wastewater pumping stations. Rockdale County owns five wastewater treatment facilities. The operators perform 396 water quality test every day, which comes to 144,540 tests a year to ensure the quality of water delivered to the customers tap. It operates with two operators per shift with four shifts. The water treatment plant is a 24 hour / 7 day-a-week facility. Most new plants score in the 60 to 70 percent range. The plant received the highest score in the State of Georgia on its first ever Sanitary Survey. This is an award that distinguishes plants in the state of Georgia that have met all State and Federal regulation s and is awarded by the Georgia Association of Water Professionals. The Rockdale County water treatment plant received the Gold Award for the following years 2004, 2005, 2008, 2009, and 2010. Other features include on-site sodium hypo-chlorite generation, on-site ozone generation, two super-pulsator units, a sludge disposal system that pumps to the wastewater treatment plant, and an automated, computerized control operation system. The water is pumped into this reservoir from the river intake structure, located one mile north of the facility on the banks of Big Haynes Creek. It has an on-site raw water reservoir that will hold 22.5 million gallons of water. This facility has many special features that are unsurpassed by many water treatment facilities in the state. It has a permitted capacity of 22.1 million gallons per day (MGD). The Rockdale County water treatment plant is a state-of-the-art facility and went on line in the summer of 2002. Thanks to the approval of a Special Purpose Local-Option Sales Tax (SPLOST), Rockdale County was able to construct a 22-million gallon per day water treatment plant, ending the community’s dependency on other jurisdictions for potable water. Rockdale County Administration & Services Building The Director reports to the Chairman of the Board of Commissioners. Water Resources Administration oversees the day-to-day operations of the water and wastewater systems for Rockdale County. The division administers regulatory compliance, mapping of the water and sewer systems and locations, development reviews for all developer plans which contain water and sewer improvements to ensure compliance with Rockdale County’s water and sewer standards and specifications (five working-day review period), and inspection of improvements and connections. Capital improvement projects include extensions of the water distribution and sewer collection systems, upgrades to existing treatment plants, construction of new plants, and replacement of existing infrastructure. This Division also plans capital improvements to the water and wastewater systems. Water Resources Engineering oversees planning, design and construction of all water and wastewater system improvements.
